Drug Endangered Children, FdL Police Dept

The City of Fond du Lac Police Department in collaboration with the Fond du Lac County Department of Social Services, Fond du Lac County District Attorney’s Office, Fond du Lac School District, Probation and Parole, and Fond du Lac County Public Health Department, are pleased to announce the creation of a Drug Endangered Children (DEC) program for the City of Fond du Lac.

The purpose of the DEC Team is to collaboratively intervene on the behalf of the children who have been exposed to drug-endangered environments and are unsafe in those environments. DEC team members cooperate with each other so that parents/caretakers are vigorously and effectively prosecuted for child endangerment/abuse/neglect in addition to charges resulting from their illegal drug activities.

The continuing concern of substance abuse has forced DEC to respond more effectively and improve their response in drug-endangered environments.  DEC has pooled their expertise to become a collaborative effort and are determined to utilize all possible options to protect children from future harm of drug-endangered environments.

The foundation of DEC’s focus is to protect children in drug-endangered environments and to recognize that abusing drugs in the presence of children is child abuse/neglect. Exposing children to surroundings where drugs are used or sold is also an abusive and hazardous environment. The lack of attention and supervision where caretakers are under the impairment of drugs is neglect. These are all examples of child endangerment/abuse/neglect. They will investigate and prosecute to their fullest extent possible in cases where neglect/endangerment is evident.

DEC’s primary goals are: to minimize the re-victimization of drug-exposed children; to improve their health and safety by providing treatment and appropriate services to the family; and to develop a multi-disciplinary team maximizing their ability to respond to this devastating problem.

Thanks to Nick and Vance for an inside look into this new program to protect the young children in our community.

Fond du Lac County Sheriff Arrests Kiwanians Attention

Monday Morning
We had 16 members at Monday’s meeting at the Holiday Inn along with our guest speaker, Mark Strand from the FDL County Sheriff’s Department. “Happy Bucks” were offered by Vickie Goldapske for her weekend visit to her first and probably last visit to “Cranberry Fest” in Warren and by Gary Miller for his weekend attendance at his high school class reunion. Gary Miller circulated a picture from the Action Advertiser showing our donation of iPad Minis as part of the District Governor’s Project. Dave Twohig was the 50/50 Raffle winner and he drew the Five of Clubs, a $5winner. Nicely done Dave. That leaves 49 cards with eight pay cards for next week’s drawing. The new pot next Monday will be at least $34.

Mark Strand, FdL County Sheriff
Mark Strand, Chief Deputy/Undersheriff, joined us to talk about what’s new at the FDL County Sheriff Department. Mark is a 32 year veteran of the Sheriff’s Department and he’s worked in just about all of the various areas of the department. He holds a bachelor’s degree in Criminal Justice and a master’s degree in Organization Leadership from Marian University. Mark was appointed to Chief Deputy / Undersheriff in 2006 and has held that post for the past seven years. Mark talked about the various functions within the Sheriff’s Department, such as the Dive Team (including ice dive capabilities), Jail, SWAT Team, MEG Unit participation, Detective Bureau and Accident Reconstruction Specialists. He noted that the Sheriff’s Department covers 725 square miles in Fond du Lac County and provides to police coverage to a number of smaller communities in FDL County. Mark also talked about the department’s auto fleet and how often they replace the cars in the fleet and what kind of vehicles they use based on their equipment and technology needs. The budget for the FDL County Sheriff’s Department is approximately $16.5M with half of the amount going towards the operation of the County Jail. Our County Jail is one of five medically certified jails of the 71 county jails in the state of Wisconsin. Therefore, we see a number of inmates from other counties that need medical care not available in their respective counties.

Fond du Lac County Airport
Fond du Lac County owns and operates the airport located just west of Fond du Lac on Rolling Meadows Drive. Fond du Lac Skyport is the Fixed Base Operator (FBO) for the airport and is based out of West Bend. The FBO operates out of a combination terminal/aircraft maintenance and repair facility. Fond du Lac Skyport offers aircraft maintenance and repair, flight instruction, charter flights and aircraft rentals.
The airport consists of a main north/south runway, 75′ by 5,560′, and an east/west runway of 75′ by 3,603′. The north/south runway is labeled 18/36 and the east/west runway is labeled 9/27.
Our tour guide/speaker, Gary, is one of three full-time employees of the FBO, Fond du Lac Skyport, and his job is essentially to greet all aircraft when they come to the airport and arrange whatever the travelers need while they’re in Fond du Lac. He also does a lot of the refueling for these incoming aircraft in addition to the permanent aircraft at the airport, such as Flight for Life. The other two full-time employees are the on-site manager/receptionist and the aircraft mechanic.
A question was asked about the approximate cost of getting one’s pilot license and the figure of around $5,000 was quoted. That can vary however depending on the price of aviation fuel (currently at $5.99/gal) and how fast the student learns the various steps in training process. Gary then took the group on a tour of the four year beautiful terminal.
